Something real happened that created some limitations and affected your ability to make certain choices. The vast majority of excuses are like that, which is precisely why they are such potent forces for keeping you from moving forward. What ever the excuse is, it did occur. In that sense it is true. But the problem is that it is only true in regard to the way it shaped your life in the past. Excuses keep you from fulfilling your potential.
